Should The Division 2 PvE and PvP be Separated?

Over the life of The Division, there has been a lot of concern with balancing weapons and gear between PvE and PvP and whether or not there should be separate weapons and gear for PvE and PvP to avoid some of these issues. With The Division coming to the end of it's lifespan, the question comes should this be considered for The Division 2 - does it make sense to have weapons and gear that are specific to PvE and PvP, would this really address the concerns, and how does that fit in with what The Division franchise is? It absolutely should be separated. For obvious reasons. Non Rogue type players should be able to run solo or team up with others and clear landmarks and everywhere else without being ambushed.

Since I'm a PvE player, I tend to agree with this mindset. But for argument's sake, does separating PvE and PvP change what the game is? Is a combined PvE and PvP game the foundation of The Division? If it is, would the game be worse, as good as, or better if they're separated?
