Ive been playing the division for about 3 months now. Its a great game, but sometimes it acts strange, like just today, I'm shooting the crap out of a LMB boss, but their health bar doesn't go down at all. That's just 1 example. Just wondering if anyone else is experiencing weirdness lately?

Anytime they implement patches and updates (so pretty much every week) there can be weird hiccups and bugs that happen. It's almost a natural result of changing code. Due to the sheer volume of it in a game like this, it's bound to happen that a patch or update will unknowingly and/or inadvertently affect some other code the devs weren't planning on changing. If they're repetitive or a big issue, check the Ubisoft Division Forum to see if it's a Known Issue and if not, report it.
