As per the description in the image...

Red White And Blue

Damage dealt to the target gives one of three types debuffs

Red debuff:

Decreases damage dealt by the target.

White debuff:

Restores armour per bullet hitting the target

Blue debuff:

Adds to skill haste.

Full Flag

Hit a target with all three debuffs and also damage nearby enemies.

I was wondering when do these gear sets come out in The Division 2 ?

They're out there now. I have several pieces already but ... similar to Div1 if they're low Gear Score they're often not worth it immediately.

The reason I asked is because I haven't seen any yet or know where to get a gear set like the one  pictured above. The ones in The Division 1 were much easier to get and find. Not so much in  The Division 2.

I've had three items so far, they dropped for me in Tier 4. Not seen any since so its a low % drop rate i think.

Best to seek blueprints and craft

It's a big pain in the butt seeking & finding blueprints from vendors. They only show up every once in a while & that's a pain !!

Side missions and Daily/Weekly projects. There's a Theatre Weekly that repeats and gets you a random blueprint each time. 

For me completing projects and running Strongholds is FAR better than doing Bounties. For some reason I have yet to complete a Bounty of any type Solo.... 😞

Doing Bounties is a pain in the butt too!! Sometimes they're  easy & sometimes they're hard and tricky. When I first started out taking Bounties. I got killed the first two times.

So having collected all the gear sets... is anyone else totally underwhelmed by these? 

When they first released info about them I thought they sounded pretty lame, but I wanted to give them a try first. I thought maybe actually using them they might be better than I was giving them credit for. 

Nope.

I realize that in The Division 1, the first round of gear sets they released were mostly overpowered and they had to rework them and nerf them. First the Striker's gear with it's insane crit damage let you melt anything easily with even a shitty crit build.

Then people started putting the marking ability of the Sentry set to good use and that became top tear.

Tactician's Authority had a similar problem creating overpowered skill builds.

I think those were the first 3 sets released and the only ones initially. Am I forgetting any?

Anyhow... after gear sets being overpowered at released in the first game, I feel like they ran too far the other direction in this one. 

The only thing good about them is there numbers seem to roll higher than on standard gear, but maybe I just got lucky on the ones I got. The set bonuses are just boring and nothing I would want to build around.

Just picked up 5 pieces of TP and run last night with it, its clearly a build aimed at group play so (luckily) I was running with a full squad from the clan last night. 

The buffs/enemy debuffs are pretty useful! I used an LMG and used the high ammo count to tag as many enemies as possible in the shortest amount of time in rotation. Its very helpful when facing a big wave of enemies when they spawn, you run through as many as you can get shots onto, marking each with debuff's. 

Getting the right combination of two or three of the debuffs planted on an enemy results in them melting really fast, even Elites. I can see a group with one running full TP (I only have 5 parts unfortunately) will find it a pretty good advantage in higher difficulty missions which focus on spawning mass waves of enemies with big armour/health pools. As long as the player running the TP GS plays it well and focuses on marking instead of taking down targets as a priority. Have to admit its difficult to change playstyle from focusing on killing targets to just marking them and stacking the marks in sequence though!

An icon on your characters sholder shows what status will be applied and is always cycling so keeping one eye on that and applying stacks will take some seroius practice but my first impressions are very good actually.

The Red and White debuffs are the obviously best ones though the haste buff is helpful for the team when things get hot and heavy! What it lacks though is information...what numbers are we looking at for the debuffs? How much % of armour is replaced "per bullet"? etc

Remembering its just for group use really means that unless you're decently spec'd elsewhere you'll have to make use of your Loadouts to set up a specifically Solo build though.

I think the cycling on the True Patriot buffs and debuffs takes too long. By the time I get the Full Flag on an enemy, I have either already killed them or they are just a few shots away from death. 

I am excited about the Ongoing Directive's possible change coming up in the next patch where potentially your current gun will get the special ammo instead of a holstered weapon. That change I think will make the Ongoing Directive set the clear choice out of these first 3 gear sets.

If you mainly run solo this is absolutely correct. I can't think of a scenario where TP is a good enough option. You want to take down the enemy as fast as possible..this gear set isn't built around YOU killing enemies. This set relies on you building debuffs on a large number of enemies gradually over a few seconds. Whilst Red enemies die too fast to really make much of a difference, when you face a handful of Elite enemies plus a couple of heavy minigun guys its easy to get full flag debuffs running on all of them. 

Whilst I currently use an LMG with this build, I feel it's aimed at a DMR build (semi-auto rifle) with a decent magazine size.
