The Hunters are a one-of-a-kind enemy faction first introduced in the Survival update in Tom Clancy's The Division and is arguably one of the most dangerous foes a Division agent can encounter.

With the ability to imitate Division agents, these Hunters have increased mobility and the ability to use Skills; their tactics and behaviors are more similar to players than any other type of enemy, as well. Hunters can be clearly identified by the multiple glowing orange and red Smart Watches they wear as trophies from agents they have executed.

The identity and motives of the Hunters remain a mystery, but they show extreme brutality to Division agents that is nothing short of homicidal in nature, to the point where they will use an axe to melee and execute them while they are downed.

They share similarities with the Ghosts, the Phantoms, and the Wolves, using highly advanced field and combat training to complete their objectives and missions a

Origins

There is currently no information on where the Hunters come from, their identity, or affiliation. There are several theories about their origins;

  • They are or were Rogue First Wave Division Agents who may have acquired their high-end gear from the Dark Zone.
  • They are First Wave Division Agents, but they are the few who were not killed by or went rogue with Aaron Keener and his group. They remained loyal to the U.S Government, but had to cut communication in order to hide and survive. Ergo, they are not aware of the Second Wave and just see them as First Wave traitors. And there is only ever one proper punishment for high treason...
  • They may be a part of one of the various LMB splinter groups that formed after their defeat at the U.N. building and the death of Lieutenant Colonel Charles Bliss.
  • They could be Third Wave Division agents deployed into Manhattan in order to hunt down and kill all of the First Wave and Second Wave Division agents because they believe they all have gone rogue.
  • They could be conspiracy theorists and survivalists who are obsessed with the Division, believing that the Division has been sent to kill them for bearing witness to their activities.
  • They could be a spec-ops branch of Black Tusk who specialize in killing Division agents, sent in to stop Second Wave agents to allow the Green Poison to continue to spread, and to keep the security forces of the U.S busy.
  • They could be members of a Spetznaz unit sent in Manhattan and Washington D.C to extract Tchernenko and neutrualize Keener and kill any agents they come across, in hopes of finding information.

Appearance

Each Hunter has a different appearance, but they share the same overall motif of dark heavy armor and dark ballistic masks. The Hunters are also adorned with SHD watches taken from the agents they have killed.

There are five distinct appearances for the Hunters:

  • Black ballistic mask and grey clothing.
  • Black and Yellow striped ballistic mask and white clothing.
  • Black ballistic mask with night vision goggles and black clothing.
  • Black and Yellow striped ballistic mask and grey clothing.
  • Camo striped ballistic mask, ghillie hood, and camo clothing.

In Tom Clancy's The Division 2, each hunter wears a unique recognizable mask, that they drop upon being killed.

Thanks......I too think it might be the Russians. They have more to gain than the Black Tusks. Plus it's a very good way to start World War 3.

I also think The Hunters were ex-agents/rogue agents who were hired by the Shadow Government to take down The Division. So they could use the Russians to start World War 3. Now it's my best guess & opinion to think so.
