Can't play dark zone with friend because of dark zone mismatch

I am level 16 and 16Z. My area player bracket is 15-19 for DZ. My friend is level 14 with dz level 15 and player bracket is still in 1-14. Shouldn't he be in the player bracket of 15-19 now because of his dz level?

Go into the dz with your friend. Have him go into group management once in the dz and have him select your name and he can choose to join your dz. it doesn't work going lower but you can go higher.
