Epic and Legendary Loot

Hey guys I was wondering if anyone knew if there were Epic and legendary drops before level 30. So far I have only seen them sold from the Dark Zone Merchant, but have never seen either drop. I have searched the web to no avail. I wanted to know if I should look for them pre-30 or not. Salute
