Early Lvl 30 advice...gear score vs armor

I finally hit Lvl 30 and got a lvl30 gear drop, I think a vest...it had an 89 gear score but only 400 armor value.  Is it worse than a Lvl 28 blue  with no gear score with 700 armor?  The perks are comparable.

If it doesn't look better, odds are it isn't.

At your current level, you're looking for Gear score 131 pieces (run the U.N. on hard), or run the Madison Field Hospital a few times on hard to get GS 163 pieces. Matchmake for everything.
