Completed Warlords of New York - Agent Back to Lvl 1

So I just completed the Warlords of New York extension, reached Level 40, and then flew back to Washington, DC. Upon returning to DC I see that I am back down to a Level 1. I tried flying back to NYC again just to see if I was still a 40 there and I was back down to a level 1 there as well. I appear to still have all the weapons I had at 40, but...Is this supposed to happen? And why to all of my new or yet to be completed missions say difficulty level 40?
